Green Light interpretation

I have the Polaris hub with Cellular. When I plug in base into a power source with the approved USB-C cord sometimes I get a steady green light, sometimes a flashing green light and sometimes nothing. There is no rhyme or reason. And how can I determine what level of charge I have?

I switched mine off at 36% and connected it to a power source. The light was steady green, not blinking. 90 minutes later it was on 100%, the light never flashed ...
